On February 8, 2013, U.S. Customs and Border Protection (CBP) published a news release announcing that the mutual recognition agreement between CBP's Customs-Trade Partnership Against Terrorism (C-TPAT) and the European Union's Authorized Economic Operator (AEO) was fully implemented on January 31. In the release CBP explains that in its final implementation phase, the mutual recognition agreement provides export privileges to C-TPAT and EU state members. Some of the benefits noted include lower risk score and less exams. The mutual recognition agreement between the EU and CBP was signed in May, 2012. The notice explains that "the goal of these arrangements is to link the various international industry partnership programs, so that together they create a unified and sustainable security posture that can assist in securing and facilitating global cargo trade." Canada's Government Amends Export Control List On February 13, 2013, the Governor in Council issued an order in Part II of the Canada Gazette which amends Canada's Export Control List (ECL), in order to implement changes regarding obligations and commitments concerning export policies. The ECL is a list established under the Export and Import Permits Act (EIPA), which identifies goods and technology that have government controls in place when exported or transferred from Canada to other countries. U.S. and E.U. Decide to Begin negotiations on a Transatlantic Trade and Investment Partnership On February 13, 2013, the Office of the U.S. Trade Representative (USTR) issued a press release from President Barack Obama, European Council President Herman Van Rompuy, and European Commission President Jose Manual Barroso announcing that both the U.S. and the European Union will begin internal procedures to initiate talks on a Transatlantic Trade and Investment Partnership. The release explains that "a high-standard Transatlantic Trade and Investment Partnership would advance trade and investment liberalization and address regulatory and other non-tariff barriers." In the statement, it's also noted that negotiations between both parties would not only help facilitate trade between the U.S. and the European Union, but it would also promote the development of stronger global trade policy.
